LOS ANGELES (Reuters) ? Two globe-trotting celebrities, Sofia Coppola and Petra Ecclestone, held weddings in Italy over the weekend, one low-key and the other over-the-top, according to media reports on Sunday.

Academy Award-winning filmmaker Coppola and her longtime musician boyfriend, Phoenix frontman Thomas Mars, were married on Saturday in the Italian village that was home to Coppola’s grandparents.

On the same day, British heiress Ecclestone tied the knot with businessman James Stunt outside Rome, capping a three-day event with a reported price tag that ranged widely from $2 million to $8 million, according to various reports.

The Ecclestone-Stunt wedding took place at the same castle where Tom Cruise and Katie Holmes married, and featured fireworks as well as performances by Eric Clapton and the Black Eyed Peas, according to People magazine.

Ecclestone, a 22-year-old fashion designer, is the daughter of former Armani model Slavica and Formula One racing chief executive Bernie Ecclestone. She’s no stranger to lavish spending: In July, she paid $85 million for the Los Angeles mansion that was once the home of Aaron and Candy Spelling.

By contrast, Coppola and Mars were wed in a civil ceremony before 80 guests at the Coppola family’s villa in the southern Italian town of Bernalda.

Wearing a custom lavender gown by Azzedine Alaia, the 40-year-old bride walked down the aisle on the arm of her father, “Godfather” director Francis Ford Coppola, who owns the estate, according to reports.

Coppola and rocker Mars, 34, have two daughters: Romy, 4-1/2, and Cosima, 15 months.

Coppola won the screenwriting Oscar for her movie “Lost in Translation,” and became the first American woman to be nominated for an Academy Award for directing.

Her first marriage, to director Spike Jonze, ended in divorce in 2003 after four years.

ORANGE, Calif. ? A 7-month-old baby boy who was tossed from the fourth floor of a hospital parking structure died Wednesday, the same day his mother made an initial court appearance on charges of attempted murder and felony child abuse, a police spokesman said.

The child died Wednesday morning at the University of California, Irvine, Medical Center and charges against the mother, Sonia Hermosillo, 31, will be upgraded to murder, said Sgt. Dan Adams, spokesman for the Orange Police Department.

Prosecutors allege that Hermosillo removed a helmet that her son wore for a medical condition before tossing him from the parking structure at Children’s Hospital of Orange County late Monday. She then went back inside the hospital to validate her parking, senior deputy district attorney Scott Simmons said after Hermosillo’s hearing.

Hermosillo’s husband, Noe Medina, told The Orange County Register in an interview Tuesday that his wife had been hospitalized for postpartum depression in June after she said she didn’t want their son, Noe Medina Jr., who was diagnosed with congenital muscular torticollis ? a twisting of the neck to one side.

The infant also wore a helmet to help correct his plagiocephaly, also known as flat-head syndrome, the Register reported.

“She didn’t look at our son as normal,” Medina said. “She didn’t accept him. She didn’t accept that he was like this.”

Medina said the boy was receiving physical therapy twice a week and was showing signs of improvement.

Simmons, the prosecutor, said Hermosillo’s behavior showed she intended to kill her son, regardless of her mental state.

“It’s not like she’s in a fetal position when the police arrived,” he said. “She picks a specific location, drives to the top of the building (and) takes the helmet off. I’m sure she’s depressed, the post-partum blues, I’m sure she had some of that.”

“It’s going to be up to a jury to decide if she had the wherewithal to inform the intent to kill.”

Hermosillo made a brief court appearance Wednesday, but her arraignment was postponed until Sept. 16.

Orange County Superior Court Judge Joe Perez set bail at $1 million, but federal immigration officials have a no-bail hold to keep her in custody because she is in the U.S. illegally, said Jim Amormino, sheriff’s spokesman.

Hermosillo is also on the medical ward, where she is being kept in a cell by herself and wearing a protective gown so she can’t injure herself, he said.

The judge appointed a public defender for Hermosillo, but the attorney did not comment after the hearing.

Farrah Emami, spokeswoman for the Orange County district attorney’s office said prosecutors were not commenting further on the infant’s medical conditions, or a motive in the case.

“We’re not going to speculate at this point as to why she may have done it. I don’t think there will ever be a satisfactory answer as to why a mother would do something like this to her child,” she said.

Adams said a witness on the ground saw the baby falling just after 6 p.m. Monday and several people, including a doctor, called 911.

Surveillance video showed Hermosillo’s tan Chevrolet Blazer sport utility vehicle with an empty child seat leaving the parking structure a short time later, the sergeant said. The license plate was traced to Hermosillo’s home.

During the investigation, La Habra police notified detectives that Medina had reported his wife and their son missing, Adams said.

An Orange police officer driving past Children’s Hospital at 10:15 p.m. spotted the Blazer driving on a street about 100 yards from the crime scene and Hermosillo was at the wheel, Adams said.

Court records in Orange County indicate Hermosillo has no major criminal record but pleaded guilty to four traffic violations in La Habra in 2008, including driving without a valid license and having no proof of insurance.

Dear Arrive Alive

I received a SMS notification RE an outstanding traffic fine yesterday (18 Aug 2011) from Umsobomvu municipality. The date of the alleged offense is 29 January 2009. This is the first notice that I received of the offense.

Is this legal – i.e. is the fine still valid after more than 2 years, and am I obliged to still pay the fine?

If this is not legal, what is the procedure for me to follow to get the issue / fine resolved?

I still need to request a proof of the fine via a written notice.

Answer:

There are a few issues surrounding these SMS messages and many of the letters that get sent out by both post and email that I would like to address in answering your question.

Firstly, I would like to categorically state that there is no legislation that exists that says that notification or service of camera or any other fines may take place via SMS or email. There is also no legislation that states that because a fine appears on a fine payment site like payCity.co.za or ViewFines.co.za that the person under whose profile it appears has been served with such notice.

The Criminal Procedure Act provides for service of section 341 (first) notices by standard permit mail and section 54 summonses in person whilst the AARTO Act provides for service of infringement notices and other documents either in person or via registered mail. The registered mail requirement under AARTO is there to prove when service has taken place.

Traffic authorities operating under the Criminal Procedure Act sometimes send out the initial section 341 notices and sometimes don?t bother ? or the standard mail items simply go astray and this is why so many people then say that they never received the notices. I have absolutely no reason to doubt that you did not receive the notice as it is a well-known fact that standard mail does not establish service as there is no tracking at all attached to it.

But what is very disturbing about what happens thereafter is that traffic authorities then discard the other provisions of the Criminal Procedure Act and instead of issuing and serving summons, they hand over their traffic fines to debt collection agencies who in turn send out SMS messages, letters and emails too defaulters and these take a number of forms, ranging from a reminder to pay to outright threats of arrest, etc.

What the authorities and debt collection agencies fail to understand or acknowledge is that a traffic fine is not a debt, it is an accusation of criminal wrongdoing (under the Criminal Procedure Act) and whilst AARTO attempts to change this, the fact is that the constitution does not allow for presumption of guilt and the constitution is the highest law in the land.

I believe that the ?prescription period? that applies with respect to how long is allowed by the NPA before a traffic authority proceeds to summons varies from 18 months to two years and from province to province but I have seen no specific documentation or instruction on this and there are some who hold that there is no prescription period or statute of limitations.

My advice to you is to contact the author of the SMS and tell them that you are ready and willing to accept service of a summons in terms of the Criminal Procedure Act and demand that your rights under the Criminal Procedure Act and the constitution are adhered to. Of course, the debt collection agency is incapable of doing this and they will probably ignore your demand and simply move onto someone else that they can intimidate into coughing up so I would follow this up with a letter to Umsobomvu Municipality, which is based in Colesburg in the Northern Cape and send your demand by registered mail.

The ball will then be in their court and they will have the choice of complying with your demand and the law or they will simply withdraw the matter. But I do warn that many of these smaller municipalities (and some big ones too) then go on to further abuse the law and post section 54 summonses to people in violation of the Criminal Procedure Act. Should this happen to you, then please contact me immediately and retain the summons and the envelope in which it was posted so that we may pursue the matter and register a docket for defeating the ends of justice against the person who did so. Such people must be criminally charged because they are violating your rights and contravening the Criminal Procedure Act.

I am not for one second suggesting that people such as yourself should ignore their traffic fines, nor am I suggesting that they should await summonses as this is both irresponsible and can have serious consequences for the person that does so. To the contrary, what I am saying is that all motorists should pay attention to their traffic fines and deal with them immediately ? either by paying them if they were guilty or by defending them if they were not. But what I am also saying is that it is high time that traffic authorities in South Africa stopped abusing the system and ignoring or overtly breaking the very laws that they seek to enforce and started acting like law enforcement agencies instead of businesses.

It is my firm conviction that debt collectors should stick to chasing civil debt, of which there is more than enough to go around in light of the recession and other economic factors and leave traffic law enforcement and fine collection to the authorities. If the debt collectors want to play at being cops they should either go and join their local law enforcement agency or simply march into a flea market and buy themselves a set of blue lights and go out and terrorise motorists face to face instead of hiding behind SMS messages and call centre telephones.

I have been accused of encouraging lawlessness by VVM ?attorneys? who collect ?stagnated fines? on behalf of the JMPD and of being hyper-critical by some law enforcement agencies and government institutions and whilst I will not sink to their levels by responding to their unwarranted and defamatory comments, I will say that they should take an introspective look at themselves and ask themselves just who it is that is breaking the law and in doing so, encouraging lawlessness. If telling the truth is a crime, then I am guilty as charged, but I abide by all laws of the land and despise anyone who does not do similar ? including authorities and debt collectors.

This month?s Recipe ReDux didn?t go quite as smoothly as the others.? I am known for making messes in the kitchen and on myself, but not to this extent. ? Let?s just say, I had to change clothes I was that drenched.

But you know what; the most important thing is the end result.? And trust me, I enjoyed (what was left of) this recipe even more since I worked that much harder to get it.

August?s Recipe ReDux theme is frozen desserts.? As seen (or not seen) on my blog, I haven?t dabbled much in this area.? Just another reason why I love these monthly challenges.? I sat scratching my head for quite some time, trying to conjure up the perfect frozen dessert.

I started thinking about my favorite foods, hoping I could incorporate them somehow.? Coffee, peanut butter, and bananas came to mind.? I eat/drink these pretty much everyday.? I don?t know what it is, but something about that magical combination got me thinking it would make a perfect frozen dessert.

I simply gathered up my goods. (Ripe bananas work just fine for me.) I made a batch of coffee ahead of time (sticking it the fridge to cool).

I threw in the blender peanut butter, banana, coffee, and a splash of milk.

I blended the ingredients until they were silky smooth.

Popsicle molds were the perfect vehicle.? I borrowed these darling molds from my aunt.

I poured the mixture into the molds and attempted to put the lids on. (Insert slight set back here. )

Pop them in the freezer and you?re good to go!? I was beyond excited about how well these turned out!? I loved the hint of coffee flavor that you taste.? There are a grown up popsicle if you will.

I love this dessert, because although it feels decadent, it is not calorie laden.
