WASHINGTON (AP) ? Mitt Romney has picked up a consolation prize from the South Carolina Republican presidential primary: two delegates.

Newt Gingrich handily won the Jan. 21 primary and got 23 of the state’s 25 delegates. South Carolina Republicans awarded 11 delegates to the statewide winner and two delegates for winning each of the state’s seven congressional districts.

Gingrich won six congressional districts, but the vote in one district was too close to call on election night. State party political director Alex Stroman said Monday the party had determined Romney won the district by about 1,400 votes.

Romney now has 35 delegates, including endorsements from Republican National Committee members who will automatically attend the convention. Gingrich has 25 and Rick Santorum has 14. It takes 1,144 delegates to win the nomination.

Veteran Republican strategist Ed Gillespie?s latest plan to help GOP candidates win state-level elections involves making sure they aren?t stuck with crappy campaign websites.

Gillespie?s organization, the Republican State Leadership Committee, has made a six-figure investment in an initiative that promises to replace poorly designed candidate websites with sophisticated, yet inexpensive sites.

The average budget for a state senate campaign is only $190,000, said RSLC press secretary Adam Temple. But a complete website created by the group?s GOPro program only costs Republican candidates $550.

?They can?t afford to use a major DC firm, and a lot of times they end up using local yokels who end up charging them two or three times that,? said Michael Luethe, a political consultant in North Carolina who has run four campaigns using the program.

?Candidates really are stuck in a difficult position between having to choose a crappy website or something that looks professional,? he told The Daily Caller. ?And usually professional ones are cost-prohibitive.?

The Daily Caller got a sneak peak at how the program works: Republican state legislative candidates who want to design a campaign website pay the $550 fee, fill out some information and choose from among five website templates.

Some sites have been launched in as little as 15 minutes, Temple said. The project, he said, is quick and easy to set up, is relatively inexpensive, and simplifies raising money online.

Temple said Democrat-leaning groups have done similar things, but not ?to the degree? of GOPro.

It?s available for Republican state-legislature candidates only, he said. The RSLC makes sure candidates are Republicans before approving their participation.

Fifteen candidates have used the program in Louisiana, Mississippi and North Carolina.

Rob Bryan, who is running for the state house in Charlotte, N.C., used the program to create FriendsofRob.com.

?I?ve seen a lot more expensive [websites] that I?ve liked less,? he told TheDC.

?I?ve gotten loads of compliments,? Bryan said. ?People love the site, think it looks great. ? It?s easy for people to give [money], it?s easy for us to track.?

Temple said the RSLC hopes several hundred candidates will use it in 2012. The group plans an nationwide rollout of the program in early February.

The RSLC?s mission is to elect more Republicans to the down-the-ballot offices of attorney general, lieutenant governor, secretary of state and legislator ? and to build ?the farm team? of future Republican candidates for higher office.

Each year, approximately 350,000 persons are diagnosed with breast, cervical, or colorectal cancer in the United States, and nearly 100,000 die from these diseases (1). The U.S. Preventive Services Task Force (USPSTF) recommends screening tests for each of these cancers to reduce morbidity and mortality (2). Healthy People 2020 sets national objectives for use of the recommended cancer screening tests and identifies the National Health Interview Survey (NHIS) as the means to measure progress. Data from the 2010 NHIS were analyzed to assess use of the recommended tests by age, race, ethnicity, education, length of U.S. residence, and source and financing of health care to identify groups not receiving the full benefits of screening and to target specific interventions to increase screening rates. Overall, the breast cancer screening rate was 72.4% (below the Healthy People 2020 target of 81.1%), cervical cancer screening was 83.0% (below the target of 93.0%), and colorectal cancer screening was 58.6% (below the target of 70.5%). Screening rates for all three cancer screening tests were significantly lower among Asians than among whites and blacks. Hispanics were less likely to be screened for cervical and colorectal cancer. Higher screening rates were positively associated with education, availability and use of health care, and length of U.S. residence. Continued monitoring of screening rates helps to assess progress toward meeting Healthy People 2020 targets and to develop strategies to reach those targets.

A photograph showing a group of men with guns posing with a bullet-ridden image of Barack Obama’s face is to be investigated by the Secret Service, a spokesman confirmed to NBC News.

The New York Times reported that the picture showed seven young men, four with weapons, one of whom was holding a T-shirt with the president’s face on it, above the word “HOPE.” The T-shirt was covered in holes and gashes.

The Times said the photograph was posted on the Facebook page of a Peoria, Ariz. police officer, Sgt. Pat Shearer, on Jan. 20.

“We are aware of it. Anytime information is brought to our attention that a group or individual expresses an unusual interest in one of our protectees, we conduct the appropriate follow-up,” Secret Service spokesman Max Milien told NBC News.

“We respect the right of free speech and expression but we certainly have the right and obligation to speak to individuals to determine what their intent is,” he added. “We treat anything (any potential threat) seriously. We can’t dismiss anything.”

Jay A. Davies, a police spokesman, told the Times in an email that “an administrative investigation into any possible policy violations on the part of our employee” was being carried out.

The paper added that the photograph also appeared on the Facebook page of someone in the picture, who was identified as a Peoria high school student.

Shearer, who said he would sacrifice his life for President Barack Obama, told ABC15 that he didn’t “think that them shooting up the T-shirt was a big deal.”

“I think it was more of a political statement obviously,” he added. “It?s not like they were going to go out and shoot the president.?

Assassination charges
On Tuesday, an Idaho man accused of firing shots at the White House pleaded not guilty to charges that he tried to assassinate President Barack Obama.

A lawyer for Oscar Ramiro Ortega-Hernandez entered the plea on his client’s behalf during a brief appearance in U.S. District Court in Washington.

Obama turns attention to energy in key states

Ortega, of Idaho Falls, Idaho, was indicted last week on 17 counts including trying to assassinate the president, transporting a firearm across state lines and assaulting officers or employees of the United States with a deadly weapon.

Those charges refer to three Secret Service employees who authorities say were on the grounds of the White House at the time of the shooting.

The hearing took place in the same week that a lawyer for John Hinckley, who was found not guilty by reason of insanity in a 1981 assassination attempt on President Ronald Reagan, is making his case for extended time away from the psychiatric hospital where Hinckley has been confined.

NEW YORK ? A person familiar with the talks says baseball players and owners have reached an understanding that ties for division titles will be broken on the field under the new playoff format.

Since 1995, head-to-head record has been used to determine first place if both teams are going to the postseason. But with the start of a one-game, winner-take-all wild-card round, both sides agreed the difference between first place and a wild-card berth is too important to decide with a formula and a tiebreaker game would be played.

The person spoke to The Associated Press on condition of anonymity because a deal hadn’t been finalized.

A little more than two months before opening day, the sides still don’t know whether the expanded playoffs will start this year. Negotiators plan to talk again next week and decide by March 1 whether the 2012 playoffs will have eight or 10 teams.

Tiger Woods shot a three under par 69 Friday in the second round of the Abu Dhabi Golf Championship and is now two shots off the lead.

Tiger?Woods moved into contention after the second round of the Abu Dhabi Golf Championship with a 3-under 69 Friday, two shots behind leader Thorbjorn Olesen of Denmark.

Olesen shot a 67, making seven birdies in his first 12 holes for a one-shot lead over 18-year-old Gareth Maybin of Northern Ireland (70) and Matteo Mannasero of Italy (65).

“For me it’s very special. It’s not many years ago I was watching them on TV,” Olesen said of the world’s best golfers. “I know it’s tough, but I’m trying to keep playing my own game and do my best.”

Woods had three straight birdies on the back nine to finish at 5-under 139.

He started slowly before making three birdies over five holes. Woods dropped a shot on the 16th after an errant drive landed in deep rough.

“I thought I played well today,” Woods said. “I made a couple putts here and there, but it was tough out there. The greens got a little quicker, a little bit drier and the rough is certainly getting deeper and more lush.”

The best score of the day came from Manassero, who made seven birdies in a bogey-free round.

Woods is tied for fourth in a group that includes Northern Irishman Rory McIlroy (72) and Robert Karlsson of Sweden (72).

Spain’s Sergio Garcia (69), Ireland’s Padraig Harrington (69) and South Africa’s Charl Schwartzel (70) were at 140.

It was a day of mixed fortunes at the Abu Dhabi Golf Club. McIlroy’s round was marred by a two-shot penalty for brushing away sand in front of his ball, which sat on the fringe on the ninth. Fourth-ranked Martin Kaymer (73) failed to make the cut in a tournament he has won three times. Meanwhile, a relatively unknown 22-year-old Dane surged into the lead of the star-studded tournament in a bid to win his first event on the European Tour.

Much of the attention was on Woods, who is trying to follow up his season-ending victory last month at the Chevron World Challenge with another win. That ended a two-year run without a victory, a period in which the 14-time major winner endured a series of injuries and turmoil in his personal life.

Woods had a bogey-free first round but admitted the greens fooled him much of the day. He seemed to figure them out Friday, making several key putts including a 10-footer for his final birdie on the 15th.

WEDNESDAY, Jan. 25 (HealthDay News) — Nurses who work long hours and have less physically demanding jobs are much more likely to be obese than other nurses, according to a new study.

Researchers from the University of Maryland School of Nursing surveyed about 2,100 female nurses and found that about 55 percent of them were obese. They determined that nursing schedules affect nurses’ health and also the quality of patient care.

“Long work hours and shift work adversely affect quantity and quality of sleep, which often interferes with adherence to healthy behavior and increases obesity,” said the study’s lead researcher, Kihye Han, a postdoctoral fellow at the nursing school, in a university news release.

Han said the findings — published recently in the Journal of Nursing Administration — support the need to change the common 12-hour nursing shift. The researchers added that hospitals and other health care facilities should offer educational programs on how to adapt to work schedules, deal with sleep deprivation and reduce fatigue.

“Considering that more than half of nurses are overweight or obese, increasing availability of healthy food and providing sufficient time to consume it may reduce the risk of obesity and future health problems,” Han noted.

In a previous study, the researchers found that in terms of nursing schedules, working long shifts and having too little time off were most often related to the death of patients. A separate study also suggested the 12-hour nursing shift can lead to sleep deprivation, health problems and increased risk for errors in patient care.
